“We are leaving Brno full of inspiration for our work and further legislative processes. I will surely inform our Ministry of Justice on the lessons learned from the mutual discussions,” these were the closing words at the visit of Ms. Daniela Švecová, the president of the Supreme Court of the Slovak Republic, at the Supreme Court of the Czech Republic on Wednesday, March 30.
She accepted the invitation from the president of the Czech Supreme Court, Mr. Pavel Šámal, who assessed the meeting as very beneficial.
“What I consider particularly useful is the information on the anti-terrorist legislative effective in the Slovak Republic since last year. Its implementation resulted in the amendment of 16 thousand major legal norms altogether, including the Constitution of the Slovak Republic. The new Slovak anti-terrorist legislation is truly in depth when it comes to procedural questions, particularly in relation to the extension of custodial time limits. It is apparent that both states and both supreme courts are still much close to each other. In some aspects the Slovak one is more advanced, in others the Czech one. It is truly valuable to meet regularly and exchange experience,” Mr. Pavel Šámal commented on the mutual meeting.
Our delegation was mainly interested in the competences of the grand panels of the Czech Supreme Court divisions. The legal regulation of these grand panels shall become effective in the Slovak legislation as of July 01 this year. Ms. Daniela Švecová and Mr. Libor Duľa, the chairman of the Criminal division along with Mr. Ján Šikuta, judge of the Civil division of the Supreme Court of the Slovak Republic were mainly interested in the relationship between these grand panels and the divisions entitled to give opinions. They asked the Czech colleagues about the potential conflicts between legal opinions of the grand panels and the divisions and the ways of addressing such situations.
